If a program judge is not seeing any applications for evaluation, please check the following settings.
A program judge can only see and evaluate applications that you've approved and shortlisted, as long as that judge is assigned to the category and evaluation round the applications are listed in, and within the evaluation period for that round.
If a program judge is not seeing any applications for evaluation, please check the following settings:

in Evaluation > Judges make sure the judge is assigned to the right application category/ies and the right evaluation round/s.

in Evaluation > Rounds see if the period set in Start and End date for the corresponding evaluation round includes the current date and time.

in Applications check if the applications are approved and shortlisted for the corresponding evaluation round/s. If they're not, you can use the Set status and Set rounds buttons to do so.
